Regional scholarship scheme (RSS) of Inner-Karst region has been active since 2004. It was established with the purpose of designing a new financial scheme in region and with the intention to improve conditions in the area of education and employment of higher educated in region.
The analysis of situation based on Regional development programme of Inner-Karst region 2002-2006 and Regional development programme for the period of 2007-2013 have showed the following:
• The level of education structure in region is extremely low, below the Slovenian average.
• Younger people are normally educated outside of the region and are also employed there or in other words, after the finished education they do not return to the region;
• Companies direct considerably less finances for scholarship than they did years ago. At the same time the number of young people included in education is rising due to lack of new employment in region. What is even more alarming is the fact that they are included in education for professions which are less perspective regarding the employment possibilities;
• The percentage of available paid employment per person in Inner-Karst region is far below the Slovenian average which is lower only in Zasavje (due to closure of local mine);
The goals of RSS are to:
• increase the level of education structure in Inner-Karst region to Slovenian average,
• decrease structure unemployment, to harmonize human resources supply and demand in region and to increase inclusion in education for deficit professions,
• stimulate the kind of education that enable employability in region and thus prevent the loss of knowledge (in other words, to achieve employment of educated resources in local companies),
• increase population employability to Slovenian average, emphasizing the assuring of equal opportunities in employment,
• assure the implementation of eco-region concept, based on the principle of sustainable development also by the help of environmental efficiency of economy, which requires quality human resources,
• increase the competitive position of economy and employees and to develop local labour market,
• to introduce current human resources potential to companies and to enable individuals direct contact with employers,
• to include as large number of scholars as possible based on expressed demands of employers and to encourage the development of new jobs in region.
The priority in financing in RSS is human resources scholarships for deficit professions, considered mainly the demands of employers and the situation at labour market. Due to high overflow of human resources away from region the employment of higher educated in business activities with high added value is one of the long-term goals in development of economy. RSS also will contribute to this end with the generation of human resources that can be employable in regional companies and will possess the business capabilities and above all, the capabilities of creating new jobs.
